Offers for URA's White site at Town Hall Link close at 12 noon on 17 November 2026. The plot in Jurong Lake District was launched for tender on 3 July 2026 as part of the Confirmed List of the 2H2026 Government Land Sales Programme, and it brings office planning on the western side of the island into focus. This note reads the release from the opposite side of the map, at the corner of Jalan Besar and Lavender Street.
According to URA, the site carries a total potential gross floor area of 186,139 sqm. A minimum of 40,000 sqm is set aside for offices, and 44,000 sqm is for complementary uses such as retail, hotel, sports and recreation, medical clinics and attractions. It sits next to the Jurong Town Hall national monument and a future park, with multi-level pedestrian links to the Jurong East MRT interchange and the upcoming CR19 station.
The agency frames Jurong Lake District as a key piece of its decentralisation strategy, and calls this launch a step towards a major mixed-use business node outside the city centre. It points to public investment in Jurong Lake Gardens, the Jurong Region Line and the Cross Island Line, and lists the New Science Centre and Jurong Gateway Hub among the additions to the district's offering.
ARC 380 stands at 380 Jalan Besar in District 12, on a corner where Jalan Besar meets Lavender Street. Bendemeer MRT on the Downtown Line is about five minutes away on foot, and the project's location page lists Farrer Park, Boon Keng and Lavender stations at roughly two minutes by car. City Square Mall is one minute away by car, Bugis Junction three, and Orchard Road about seven; Marina Bay and the CBD are about eight.
The surroundings are a mix of heritage shophouses, long-established eateries, cafes and trade businesses. The Ophir-Rochor Corridor, the Singapore Sports Hub and Kallang Basin all lie within easy reach, which gives the address a lived-in rhythm quite different from a newly planned district.
ARC 380 is a 16-storey freehold mixed-use commercial building developed by Tong Eng Group, and it received its TOP in 2018. Strata offices occupy Levels 5 to 16, with twelve units on a typical office level. Unit sizes run from about 700 sqft up to a full floor of about 9,500 sqft. Retail and F&B sit on Level 1, and the Sky Terrace on the 4th storey and the Roof Terrace with a 25 m pool on the 17th storey complete the amenity set.
